On my way up to Heber I saw a sign that said "Begin Elk Crossing Test Area". This area also had some kind of electronic device pointed towards the sky, not sure what it was. A few hundred feet down the road there was the following sign to end Elk Crossing test area. How are the elk supposed to know this is where they need to cross?

Something I have always wondered
Obviously they'll fail the test if they don't cross here and will therefore be held back....Bad elks....
